Register for Cl@ve in person — which offices register you and how to book

For: anyone with an NIE and a TIE, residence permit or EU citizen certificate who wants to register for Cl@ve at an office, or move up from the basic level to the advanced level. When: before booking the registration appointment. What it explains: in-person registration “provides an advanced level of registration”; “registrations in CL@VE cannot be requested through representation by a third party or an authorised representative”; “many offices require a prior appointment”; the TIE, the residence permit and the EU certificate “are not considered an identifying document”, so identity documentation from the country of origin is also required.

At a registration office; this route “provides an advanced level of registration”

On who attends: “registrations in CL@VE cannot be requested through representation by a third party or an authorised representative”.
The office network is on the Portal Cl@ve in-person registration page; the Portal adds: “Remember, likewise, that many offices require a prior appointment.”

For a foreign citizen: an assigned NIE, a valid residence document and an identity document from their country

“For the in-person registration of a foreign citizen, it is essential that they have been assigned a Foreigner Identification Number (NIE), which must be recorded in the process.”
In addition, “a legally valid identifying document will be requested: Certificate of Registration as a Union Citizen, Foreigner Identity Card or Residence permit”,
“together with documentation proving their identity, issued by the competent authorities of the country of origin or provenance”.
“ATTENTION, the listed documents are not considered an identifying document, but a document proving legal residence in our country.”
For the TIE or the EU citizen certificate, the Cl@ve rules say: “in both cases the documents must be valid”.

1. The basic level “is not valid for all” services

Does your procedure require the advanced level? Can you go to the office yourself?
If the basic level is enough for you, there is also the tax agency invitation letter.
Per the Cl@ve rules, “The level of assurance associated with the registration procedure used will be stored in the Cl@ve system, and may be used to select the valid identification methods for each procedure”.

  • With the basic level, in addition, “you will not be able to use Cl@ve Firma”.
  • Outside the Agencia Tributaria (the Spanish tax agency): “Some bodies other than the AEAT may require an advanced level (in-person registration or with an electronic certificate/ DNIe) to access their most common procedures.”
  • For Cl@ve Firma: “To use centralised signature, the following steps must have been completed beforehand:” “Advanced Level Registration in the Cl@ve system”, “Activation of Cl@ve Permanente” and “Generation of the signature certificate”.
This last step “can be done automatically at the moment you make your first signature”.

2. Offices of four state networks and of many regional and local authorities register you

The office networks of these bodies “operate as registration offices distributed throughout Spain”:

  • Agencia Estatal de Administración Tributaria (State Tax Administration Agency).
  • Entidades Gestoras y Servicios Comunes de la Seguridad Social (Social Security managing bodies and common services).
  • Servicio Público de Empleo Estatal (State Public Employment Service).
  • Información y Atención al Ciudadano de las Delegaciones y Subdelegaciones del Gobierno (citizen information and assistance at Government Delegations and Subdelegations).
  • In addition, “numerous Autonomous Communities and Local Entities have also enabled their office networks to carry out the accreditation processes in cl@ve.”

3. At the office you also give a mobile number and an email address, and your details are checked with the Police

For the appointment at the Agencia Tributaria, its Sede electrónica (online office) asks you to provide, among other details:

  • “Your national or foreign mobile phone number.”
  • “An email address.”
  • The registration office manual says: “The citizen must provide a mobile phone number belonging to a telephone operator that provides its services in Spain and an email address”.
  • “During the registration process, an online verification of the identity data is carried out with the identity verification services of the Directorate-General of the Police.”
  • “If the connection to this service is not operational, or if its response takes longer than 30 seconds […], the registration cannot be completed.”

4. Appointment at the Agencia Tributaria: by phone or on its Sede electrónica

These routes apply to Agencia Tributaria offices.

  • By phone, on 91 333 5 333: “Monday to Friday, from 9:00 to 19:00 (until 15:00 in August)”.
  • Online, go to “Asistencia y Cita” on the Sede electrónica (Agencia Tributaria instructions).
  • Select “Otras gestiones”.
  • In the appointment service, select “Identificación electrónica” and “Registro en Cl@ve”.

5. With the basic level you can request the advanced level; after registering, activate Cl@ve Permanente

Registering and activating Cl@ve Permanente are separate steps.

  • People who already have the basic level “may request the advanced level by appearing in person at the registration offices or by accessing the Cl@ve registration systems with a DNIe or a recognised electronic certificate.”
  • To activate Cl@ve Permanente, you will use the “Activation Code you were given at the time of registration”: Cl@ve activation.
  • Cl@ve Móvil is what “citizens will perceive as a new version of the clave PIN app available until now”; the differences between methods are in Cl@ve.
  • “The Cl@ve system is a mechanism for electronic identification, authentication and signature for the citizen’s personal, direct and non-transferable use.”
