Register for Cl@ve with an NIE — the route for your document and level
For: an NIE holder, with or without a TIE, residence permit or EU citizen certificate, who is not yet registered in Cl@ve. When: before choosing the Registro en Cl@ve channel. What it covers: those who can register include “foreign citizens with a Foreigner Identity Card (TIE) or European Union Citizen Certificate; in both cases the documents must be in force”, and online, after the NIE, “the support number that appears on the document will be requested”; then you choose an electronic certificate or DNIe online, the tax agency invitation letter with CSV code, or in-person registration. With no support number or with an expired card, if you are not an EU citizen, the FNMT accepts the card showing the NIE or the official NIF/NIE grant document “regardless of the validity of the document”, with a passport; and the fingerprinting appointment has the entry “Presentación sin Cl@ve”.
After the NIE, online registration asks for the support number: on the front of the TIE and on the back of the EU certificate card
“If it is a foreigner card, residence permit or EU citizen certificate, after entering the NIE, the support number that appears on the document will be requested.”
TIE: “If your document is a foreigner card, the support number appears on the front and consists of 8 digits preceded by the letter E. Example: E87654321.”
EU certificate in card format: “the support number is on the back of the card.”
“Write this number preceded by the letter ‘C’. If this number has fewer than 8 digits, it must be completed with zeros on the left.”
“On older certificates, folio size, the certificate number (support number) appears on the front, at the top right.”
If your document has no support number, go to section 6.
Video identification is, for now, only for a valid Spanish DNI, and the video-call channel is disabled
For NIE holders: “Registration by video identification will temporarily be offered only to Spanish citizens with a valid DNI”.
For registration “A través de Internet por videollamada”, the page shows “Aviso Servicio desactivado temporalmente” (service temporarily disabled).
The entry of the Agencia Tributaria (Spain’s tax agency) for that channel returns “Web page not found or resource does not exist.”
1. Three questions about your document and your procedure decide your row in the table
Does your document have a support number, and is it in force? Do you already have an electronic certificate or DNIe (Spanish electronic ID card)? Is the basic level enough for you?
Answer in this order and go in by the first row of the table that fits.
| Your situation | Route | Level | Next guide |
|---|---|---|---|
| NIE without a document with a support number | Alternatives in section 6 | Not applicable | FNMT certificate |
| Expired TIE or EU certificate | Alternatives in section 6 | Not applicable | FNMT certificate |
| Document in force and you already have an electronic certificate or DNIe | Online registration with electronic certificate or DNIe | advanced | Section 2 |
| Document in force; the Agencia Tributaria has your tax address (domicilio fiscal) and basic is enough for you | Tax agency invitation letter with CSV code | basic | Registration with CSV |
| Document in force; you need advanced, or the Agencia Tributaria has no tax address | In-person registration at an office | advanced | In-person registration |
| You already have basic, your document is still in force and you want advanced | Online electronic certificate or in-person registration | advanced | FNMT certificate or in person |
2. With an electronic certificate or DNIe you register online and get the advanced level
This row applies if you can already identify yourself with a recognised electronic certificate or DNIe. “This method provides an advanced registration level.”
- Open the A través de internet con certificado electrónico o DNIe registration on the Cl@ve portal (also from Registro Cl@ve on the Agencia Tributaria site).
- “Identify yourself with your certificate or electronic DNI; you will also need to enter the support number of the document to verify its validity.”
- Then, “enter a mobile phone number” […] “which can be Spanish or foreign”.
3. The tax agency invitation letter goes to your tax address and gives the basic level
Without a digital certificate, you register “by requesting the invitation letter, which will be sent by post to your tax address”.
- Before you request the tax agency invitation letter: “it is essential that the tax address is up to date in our database”.
- With the CSV code on the letter, you complete the registration online.
- “Registration by CSV or with video identification amounts to a basic registration level in Cl@ve.” “This level lets you access many services, but is not valid for all” […] “you will not be able to use Cl@ve Firma”.
- “Some bodies other than the AEAT may require an advanced level (in-person registration or with an electronic certificate/ DNIe) to access their most common procedures.”
- Steps, CSV deadlines and limits: Cl@ve registration with CSV.
4. At a registration office you get the advanced level, and you go in person
Before you go: “many offices require a prior appointment.”
- Official entry: in-person registration at an office. “This method provides an advanced level of registration.”
- “registrations in CL@VE cannot be requested through representation by a third party or proxy”.
- “For the in-person registration of a foreign citizen, it is essential that they have been assigned a Foreigner Identification Number (NIE), which must be recorded in the process.”
- Documents: “an identity document with legal validity will be requested: Registration Certificate of Union Citizen, Foreigner Identity Card or Residence permit, together with the documentation proving their identity, issued by the competent authorities of the country of origin or provenance.”
- Office and document details: in-person registration.
5. If the level is not enough, that access cannot be chosen; if the CSV code expires, request another letter or take another route
Two signs that the route you chose does not work for you:
- If you cannot choose all the options in a procedure, it is because “the security level required to access that service is higher than the one that identification method can provide”.
- With the letter: “Bear in mind that you have 60 days to use it; after this period the CSV will expire.” Details in registration with CSV.
6. With no support number or with an expired card, the FNMT certificate and the fingerprinting appointment without Cl@ve remain open
First, what Cl@ve registration requires; then, two routes that are not a Cl@ve registration.
- The Cl@ve registration rule (BOE, Resolution of 14-12-2015): “The following may register in Cl@ve […] foreign citizens with a Foreigner Identity Card (TIE) or European Union Citizen Certificate; in both cases the documents must be in force.”
- If you are not an EU citizen, the FNMT identity verification asks for: “The application code that has been sent to your email account and”
“Red/Green/White Foreigner Identification Card showing the NIE (which allows verifying that the NIE is held regardless of the validity of the document) together with the passport, or”
“Official NIF/NIE grant document (which allows verifying that the NIE is held regardless of the validity of the document), together with the passport.”
What you obtain is an FNMT digital certificate, not Cl@ve. - Only for the fingerprinting appointment (toma de huellas) at ICP (ICP site): entry “Presentación sin Cl@ve”. More in appointment.
