Cl@ve registration with CSV — the tax agency invitation letter

For: anyone with an NIE and a TIE, residence permit or EU citizen certificate with a support number (número de soporte) who wants to register in Cl@ve without a digital certificate. When: before requesting the letter and when completing the registration. What it covers: it is the tax agency invitation letter, not the invitation letter for visitors; it “will be sent by post to your tax address”; “you have 60 days to use it; after this period the CSV will expire”; and “Registration by CSV or with video identification amounts to a basic registration level in Cl@ve”, which “is not valid for all”.

The tax agency invitation letter arrives by post at your tax address (domicilio fiscal): update it before you request the letter

Without a certificate, you register “by requesting the invitation letter, which will be sent by post to your tax address”.
Before you request it: “it is essential that the tax address is up to date in our database”.
The other registration routes, without a letter, are in Register for Cl@ve with an NIE.

With the CSV code you get the basic level: it works for many procedures, but not for all, and it does not give access to Cl@ve Firma

With the CSV code: “Note: Registration by CSV or with video identification amounts to a basic registration level in Cl@ve.”
“This level lets you access many services, but is not valid for all” […] “you will not be able to use Cl@ve Firma”.
“Some bodies other than the AEAT may require an advanced level (in-person registration or with an electronic certificate/ DNIe) to access their most common procedures.”
How to move up a level: section 4.

1. It is the letter from the Agencia Tributaria (Spain’s tax agency) for getting into Cl@ve, not an invitation letter for visitors

Do you still need to request the letter, or do you already have it at home? Did you receive it less than 60 days ago?
It shares its name with another document; what matters here is the code printed on the letter.

  • The tax agency invitation letter is “an invitation letter to the Cl@ve system, which will include a secure verification code (CSV)”.
  • The invitation letter for visitors is a different procedure: invitation letter for visitors.

2. Before you request it: have your support number ready; the TIE or EU certificate must be in force

Have your document in front of you before you open the application.

  • “If it is a foreigner card, residence permit or EU citizen certificate, after entering the NIE, the support number that appears on the document will be requested.”
  • The Cl@ve registration rule: “The following may register in Cl@ve […] foreign citizens with a Foreigner Identity Card (TIE) or European Union Citizen Certificate; in both cases the documents must be in force.”
  • If your document has no support number or has expired, the options are in Register for Cl@ve with an NIE.
  • If you need the advanced level: Register for Cl@ve in person.

3. You have 60 days to use the letter: register with the 16-character CSV code

“Once you receive the letter you will have 60 days to use it.” Then, “after this period the CSV will expire.”

  • Go to the letter registration on the Cl@ve portal and tick “Ya dispongo de una carta invitación”.
  • Enter your NIE: “Letter 7 numbers and letter (without spaces or hyphens)”.
  • TIE: “If your document is a foreigner card, the support number appears on the front and consists of 8 digits preceded by the letter E. Example: E87654321.”
  • EU citizen certificate in card format: “the support number is on the back of the card.” “Write this number preceded by the letter ‘C’. If this number has fewer than 8 digits, it must be completed with zeros on the left.” “Example: If your certificate has the support number 9999999, you must enter C09999999.”
  • “On older certificates, folio size, the certificate number (support number) appears on the front, at the top right.”
  • Copy the CSV code from the letter: “It is a code of 16 numbers and capital letters.”
  • Before you give your mobile: “If another person registers with your same number, you will be left without a phone associated with your registration”.
  • At the end, enter your mobile and your email address.
  • “If the mobile phone is foreign, you must also enter the country code.”
  • Keep the activation code: Cl@ve Permanente activation asks for “DNI/NIE, Email, Activation Code that you were given at the time of registration”.

4. Moving from the basic to the advanced level: online with a certificate or DNIe, or at a registration office

“Citizens registered in Cl@ve through the Secure Verification Code (CSV) of the invitation letter to the service can obtain a higher security level in Cl@ve, associated with in-person registration or online registration with an electronic certificate or electronic DNI, in the electronic office and in the Cl@ve application for mobile devices.”

  • With an electronic certificate or DNIe (Spanish electronic ID card), use “Obtener un nivel de seguridad superior” (obtain a higher security level) in the electronic office or in the Cl@ve app (Agencia Tributaria instructions).
  • When you move up a level this way, you receive “a new activation code, which you will use to sign up for Cl@ve permanente”.
  • Without a certificate, the advanced level is requested “by appearing in person at the registration offices”: in-person registration.
