What does an invitation letter refusal mean?
The police have decided this application; a refusal is different from a request for missing documents.
The notice must explain the grounds, available remedies, competent authority and time limits.
Which remedy and deadline should you check?
If the decision ends the administrative route, you may choose reposición or direct judicial review.
For reposición, an express decision gives one month; a presumed act allows filing at any time from the next day it arises.
Check your notice and Ley 39, arts. 123–124; do not infer a presumed act just from waiting.
What a new application must address
A new filing must address the refusal grounds, rather than repeat the rejected facts. Keep that choice separate from any remedy deadline.
