Administrative silence is governed by Ley 39/2015 art. 24-25 (LPAC). For immigration procedures, the default is negative silence (deemed rejection). Exceptions granting positive silence (deemed approval) are specified per procedure type in LO 4/2000 and RD 557/2011. The legal processing period is typically 3 months from filing.
